Washington pushes United States to edge of "fiscal cliff"

WASHINGTON (Reuters) - Lawmakers pushed the country to the edge of the "fiscal cliff" on Sunday as they struggled to reach a last-minute deal that could protect the world's largest economy from a politically induced recession.

Democratic and Republican leaders in the Senate had hoped to clear the way for swift action that would avert sweeping tax increases and spending cuts due to kick in on Tuesday.

But with the two sides still at loggerheads in talks, Senate Democratic leader Harry Reid postponed any possible votes and the Senate adjourned until Monday, leaving mere hours to pass any deal that may emerge through both chambers of a bitterly divided Congress.

"There are still significant differences between the two sides," Reid said on the Senate floor.

Behind closed doors, the parties kept seeking a way to bridge deep divides over taxes and spending. But even if a deal emerges in the coming hours, under Senate rules any one of the 100 senators could prevent the chamber from acting quickly.

Prospects are also uncertain in the House of Representatives, where dozens of conservative Republicans could oppose any deal that includes a tax increase on the nation's wealthiest households.

As the hours ticked away, it appeared increasingly likely that Washington's failure to act would deliver a $600 billion hammer blow to the fragile U.S. economic recovery.

"Something has gone terribly wrong when the biggest threat to the American economy is the American Congress," said Democratic Senator Joe Manchin of West Virginia.

Americans could see a bigger bite taken out of their paychecks starting on Tuesday as payroll and income tax cuts expire, while 2 million unemployed Americans could see their jobless benefits run out. Government contractors might be forced to lay off employees as $109 billion in automatic spending cuts kick in, and businesses could lose tax breaks for everything from wind power to research and development.

The uncertainty has weighed on financial markets and forced businesses to slow hiring and investment. Market participants braced for more turbulence on Monday.

"I believe investors will show their displeasure tomorrow by selling stocks if there is no deal," said Mohannad Aama, managing director at Beam Capital Management in New York.

Though corporate chieftains have lobbied lawmakers to show flexibility, Congress also faces pressure from an array of interest groups urging them not to compromise core principles.

Conservative groups have warned Republicans that a vote to increase any taxes could be held against them, while liberal and labor groups have pressed Democrats to resist any benefit cuts to popular retirement and health programs.

Lawmakers may find it easier to act once the country goes over the "fiscal cliff" on January 1, as any new legislation can then be portrayed as a tax cut rather than a tax increase.

POINTS OF DISAGREEMENT

Republicans floated a proposal on Sunday to slow the growth of Social Security retirement benefits by changing the way they are measured against inflation, but they backed away after Democrats said they would not consider it.

Still, there were disagreements over all the major aspects of the negotiation.

Buoyed by his re-election in November, Obama has insisted that any deal must include a tax increase on the wealthiest Americans, who have seen their earnings rise steadily over the past decade at a time when income for the less affluent has stalled.

Many conservative Republicans in the House of Representatives oppose a tax hike on anyone, no matter how wealthy.

Obama has proposed raising income taxes on households that earn more than $250,000, but Republicans pushed to set the threshold between $400,000 and $500,000. Republicans also were resisting a Democratic proposal to raise inheritance taxes on the wealthiest estates.

Republicans were looking for new reductions to replace the looming spending cuts, which would fall equally on military and domestic social programs. Democrats say the increased taxes on the wealthy would generate enough revenue to offset those cuts.

Senate Republican leader Mitch McConnell talked several times to Vice President Joe Biden by phone in the hope of breaking the stalemate.

"I'm willing to get this done, but I need a dance partner," McConnell said.

In a rare appearance on NBC's "Meet the Press," Obama accused Republicans of rejecting significant compromises several times already. He said he would try to reverse the tax hikes for most Americans if Congress fails to act.

"If people start seeing that on January 1st this problem still hasn't been solved ... then obviously that's going to have an adverse reaction in the markets," he said.

House Speaker John Boehner rejected Obama's accusations that his fellow Republicans were not being amenable to compromise.

"The president's comments today are ironic, as a recurring theme of our negotiations was his unwillingness to agree to anything that would require him to stand up to his own party," he said in a statement.

Brooke Burke didn't try to hide the news of her thyroid cancer surgery, and the brave Dancing with the Stars co-host now isn't trying to cover up the scar she earned from that surgery.

Burke was out with her children in Malibu Friday, and made no attempt to hide or cover up the very noticeable scar on her neck.

As RadarOnline.com has been reporting, Burke announced in November that she needed the surgery.

"I need to have a thyroidectomy," Brooke told her fans in a video blog. "I'm going to have a nice big scar across my neck."

Kate Winslet and Ned Rocknroll are not celebrating wedding with space trip

While going to space sounds like a nice wedding gift, it turns out that Kate Winslet and her new husband, Ned Rocknroll, are not actually taking a trip to space.

The rumors started just hours after the secret wedding was announced. It sounded like a plausible idea, since Rocknroll works part-time for his uncle Richard Branson?s Virgin Galactic company. The U.K. Sun claimed that Branson gave the tickets to Winslet partly as a thank you for saving his 90-year-old mother from a fire at his Caribbean island last year.

However, a rep for the couple told E! News that the story is false.

The rep said that the story ?was invented a while ago? and had ?been adapted to fit this week's events.?

Winslet and Rocknroll married secretly in New York with her Titanic co-star Leonardo DiCaprio reportedly one of the guests. The Oscar-winning actress? rep would only confirm that the wedding took place in front of ?two children and very few friends and family.?

While Winslet will not be going beyond the ?top of the world? any time soon, actor Ashton Kutcher and comedian Richard Branson have booked their ?124,000 tickets to fly on Virgin Galactic. Branson has hoped to launch the first flight in 2013.

Rocknroll is Winslet?s third husband, following Jim Threapleton and director Sam Mendes. She has two children.

According to People, Rocknroll has also been married before. He was married to Viscount Cowdray?s daughter Eliza Pearson for nearly two years.

10 Ways Students Can Travel For Free - Business Insider

Long summer holidays and exciting new friendships make university a great time to travel ? but can you afford it? Lauren Razavi outlines 10 ways students can globe-trot for free.

You've got months off for summer, exciting new friends from across the country or further afield, and less responsibility than you're ever going to have in your adult life. When could be a better time for travelling than your university years?

If only it were that simple. Sadly, when the university break arrives the student loan tend to have been diminished by rent, food and nights out, meaning travel can fast become a distant dream.

But get creative, and it doesn?t have to be like that. There are a variety of ways to see the world ? often without spending anything. Now's the time to start planning your summer travels, and here are 10 handy tips to get you started on your journey:

1. Cultural exchange and study schemes

Each year, [British] government departments fund a limited number of undergraduates to go on three-week cultural exchange programmes such as Study China and Study India . All accommodation, transport within the country and subsistence costs are covered by the schemes, and home universities will often fund flights, visas and vaccinations. A great way to fully immerse yourself in another culture ? from food and drink to language and daily customs.

2. Teach English abroad at a camp or school

Teaching offers the opportunity to go almost anywhere in the world, and it?s undoubtedly one of the most rewarding options for student travellers. As well as getting to know a culture from the inside and meeting plenty of like-minded folk, most of your expenses are covered and many schools will pay you on top of this. Some notable companies include The English Experience, LEOlingo and Camp America .

3. Seek out travel grants

Believe it or not, some organisations exist with the sole purpose of funding travel. To cash in on this generosity, you?ll need to present a clear, considered plan and persuade a board of people that your trip is worthwhile. Many organisations value trips that will enhance personal or cultural development, but each has its own specifications and criteria. The SPRET educational trust caters specifically for students based in certain areas, whereas UNESCO and the UN both offer more general funding to travellers.

4. Enter competitions

While this certainly isn?t a guaranteed means of financing your adventures, competitions can offer some very appealing prizes. Here at The Telegraph, our travel section runs a weekly writing competition and offers a generous ?200 prize in the winner?s chosen currency. Other useful websites to keep an eye on are gapyear.com and World Nomads ; both run regular competitions for writers, bloggers, photographers and film or documentary-makers.

5. Study abroad

Some degree courses automatically include a term or year away, but there are opportunities for any undergraduate to spend time abroad as part of their studies. Almost all UK institutions take part in the ERASMUS exchange scheme with other European universities. If accepted, grants, scholarships and other forms of financial assistance are all available ? often in addition to your regular grant or loan. Individual universities often have partnerships with certain institutions overseas too.

6. Become a tour guide

If you?re looking to spend time in one place, consider getting to know your location and applying to become a tour guide. Tourism offices, hostels and specialist tour companies such as Sandemans New Europe recruit English-speakers with local knowledge to become guides. You?ll need to be charming and confident to be successful, but it?s certainly possible to cover the costs of longer-term trips this way.

7. Hitchhike and Couchsurf

If you?ve read Jack Kerouac?s On the Road, chances are you?ll already have been inspired by this Beat tale of hitchhiking across America. Hitchhiking can be perfectly safe, but be sensible, take precautions and stay alert. Combine this with Couchsurfing ? staying at a local person?s home for free ? and it?s possible to travel far and wide without spending anything on hotels or transport.

8. Work on a farm

If you don't mind getting your hands dirty, WWOOF offers farming work in a range of different countries, often providing food, accommodation and modest stipends in exchange for labour. You pay a small upfront fee for membership which gives you access to their wide-reaching network to find both short-term and long-term work. The appeal of beautiful skies and living the simple life has been enough to sway many travellers into earning their keep this way.

9. Do it for charity

Many students take on the challenge of a trip known as a ?Jailbreak? to raise money for charity through their university or a campus society. These adventures are usually organised annually and the general idea is to travel as far as possible over the course of a weekend (or longer) without spending any money. Friends and family sponsor you, often per mile, with a bonus for the winning team who end up furthest away. People and companies are relatively forthcoming with freebies if you?re raising money for a good cause, and your whole travelling experience will certainly be a unique one.

10. Utilise your friends

The clich? that you'll meet people from all walks of life at university is usually an accurate one ? and many will come from places you didn't even know existed as well. Whether your friends are from another UK city or Australia, take advantage of the travelling opportunities provided by knowing such a mix of people. Stay with new acquaintances and you?ll come out of it with new perspectives, language skills and, often, a full stomach. You?ll have to pay to get there, but the accommodation and the personal tour guide are free.

Secret files lift lid on Thatcher-Reagan Falklands contacts

LONDON (Reuters) - Former Prime Minister Margaret Thatcher wrote an emotional letter to U.S. President Ronald Reagan during the 1982 Falklands War calling him the "only person" who could understand her position, formerly secret documents showed on Friday.

Newly declassified files from 1982 lift the lid on contacts between the two leaders over the crisis and reveal the extent of the pressure Thatcher felt she was under when Argentina invaded the remote South Atlantic archipelago to reclaim what it said was its sovereign territory, triggering a 10-week war.

In one file, the tough, outspoken Thatcher called the build-up to the Argentine invasion the "worst, I think of my life", while letters to Reagan from the time show her reliance on the U.S. president and their close working relationship.

"I am writing to you separately because I think you are the only person who will understand the significance of what I am trying to say," Thatcher told Reagan in one letter, saying the principles of democracy, liberty and justice were at stake.

Britain held its breath when Thatcher dispatched a naval task force to the British-ruled Falkland islands following the Argentine invasion. Despite losing several warships, the British eventually reclaimed the South Atlantic islands 74 days later. Some 649 Argentines and 255 British troops were killed.

Elsewhere, the files show that Thatcher stressed the special relationship between the two countries as she requested Reagan's help in a letter signed off with "Warm personal regards, Margaret".

"I also believe that the friendship between the United States and Britain matters very much to the future of the free world," she wrote.

The files provide a unique perspective on the first and only female British prime minister's personal feelings as she waged war against Argentina, contemporary records specialist Simon Demissie told Reuters.

"You really hear how personally strained she was, how surprised she was. Her voice really comes through - her sense of shock that she would have to send forces to the other side of the world," Demissie said.

"We get a sense that she is as decisive as ever and that is something which really appealed to the military officials close to her," Demissie said in reference to minutes from the War Cabinet meetings ahead of the crisis, which were also released on Friday.

CLANDESTINE HELP

Secret for 30 years, the files reveal Thatcher's political manoeuvring during other events in 1982, including the Iran-Iraq war, the imposition of military rule in Poland and the Israeli invasion of Lebanon.

They also show that British attitudes to its U.S. ally were less deferential than the prime minister's letters to Reagan suggest.

In a transcript of a telephone conversation between Thatcher and her foreign minister, the prime minister criticised Reagan's communication style, describing a message from the president as "so vague I didn't think it was worth reading when it came in at half-eleven last night".

In another file, she noted "the US just does not realise the resentment she is causing in the Middle East", while a Foreign Office briefing on Reagan described the actor-turned-politician as "knowing much less than he seems to".

However, one document showed how deeply indebted British officials felt to the United States for its "clandestine help" during the Falklands war; help that the United States was anxious be kept secret.

"The US have made it clear that they do not wish to reveal publicly the extent of the help with which they are providing us. They are very much worried about the effects on their relations with South America. We must accept this as a fact of life," a Ministry of Defence letter said.

The United States assisted Britain with intelligence and communications facilities as well as with military equipment such as munitions, the document said, confirming information already in the public domain.

Emblazoned with the words SECRET and CONFIDENTIAL, many of the 6,000 declassified files will prove a treasure trove for history students keen on ferreting out hitherto unknown details of the major political events of 1982, said records specialist Demissie.

"Everything comes out in the end," he said.

Rich is a former Marine who served in Afghanistan. He's here with someone very close to his heart, his father.

"You know my son has been gone for four years, we haven't had a lot of time together. To be able to come out here and spend time like this, it's a once in a lifetime opportunity," said his father, Stoney.

Stoney Rich still remembers the day his son said he was joining the Marines.

"It's war time, have you lost your mind," said Stoney recalling his conversation with his son.

And he remembers when he got the call that his son had been injured in action.

"All we could do is pray that the good Lord would take care of him," said Stoney.

Thankfully David was watched over and brought home safely. Now getting to experience something as simple as a hunting trip means the world to this father and son.

"To spend a day like this with my dad is something I've never been able to do, ever. It's been absolutely amazing," said David.

"When something leaves you and can be taken away from you permanently, you stop and think about it. Then you do get it back, it's precious. This is precious time for me," said Stoney.

TORONTO (Reuters) - Canada's main stock index ended down after a quiet, shortened Christmas Eve trading session on Monday, as oil prices extended their retreat on worries about U.S. 'fiscal cliff' budget measures, pulling energy shares lower.

With U.S. lawmakers suspending talks on the spending cuts and tax increases that could send the economy back into recession until after Christmas, the market was cautious.

Rick Hutcheon, President and Chief Operating Officer at RKH Investments, said uncertainty around the U.S. fiscal cliff was weighing on the market.

"We have to get past the fiscal cliff. That's obviously a negative," he said.

World oil prices fell for a third straight session as the budget dispute threatened to hurt demand by the United States - the world's top oil consumer. Energy was the most influential negative sector, closing down 0.7 percent.

There is no set date for budget talks to resume, and the two sides have only a few days between Christmas and January 1, when $600 billion in spending cuts and tax increases start to take effect.

But Hutcheon also cautioned that markets were quiet: "There is very little volume - you can't read too much into the transactions that are occurring today."

"It's extremely quiet," said John Kinsey, Portfolio Manager at Caldwell Securities. "There's just nobody around."

Kinsey, like most political experts and economists, expects a U.S. budget deal of some sort will come after Christmas.

"They have been through this before and they usually just kick the can down the road," he added. "Something's going to get down, not probably what I would like to see, but something is always done."

The Toronto Stock Exchange's S&P/TSX composite index <.gsptse> closed down 0.12 percent, or 14.90 points, at 12,370.80.

Canadian and U.S. equity markets closed early, shutting at 1 p.m. EST (1800 GMT) ahead of Tuesday's Christmas holiday. Canadian markets will remain closed through Wednesday's Boxing Day holiday.

Financial stocks closed little changed, up 0.03 percent. The materials sector edged down 0.13 percent as copper slipped. The Thomson Reuters-Jefferies CRB Index <.trjcrb>, which tracks commodity prices, was down 0.35 percent.

Canada Life, a unit of insurer Great-West Lifeco Inc , is close to a deal for state-rescued insurer Irish Life, a source familiar with the talks said on Sunday. On Monday, Great-West rose 0.5 percent to C$24.30.

CAIRO (Reuters) - Egypt prepared to announce on Tuesday the result of a vote on a new constitution that Islamist President Mohamed Mursi hails as a step toward stability in a country beset by political and economic crisis.

Mursi believes the constitution will end a protracted period of turmoil that has haunted the most populous Arab nation since the fall of military-backed strongman Hosni Mubarak in 2011.

But ordinary people and some commentators worry that Mursi's approach in pushing through the contentious text will only galvanize his rivals to capitalize on any public backlash against austerity rather than help sell reforms to the nation.

Hossam El-Din Ali, a 35-year-old newspaper vendor in central Cairo, said he agreed the new constitution would help bring some political stability but like many others he feared the possible austerity measures lying ahead.

"People don't want higher prices. People are upset about this," he said. "There is recession, things are not moving. But I am wishing for the best, God willing."

If the "yes" vote is confirmed, a parliamentary election will follow in about two months, setting the stage for Islamists to renew their struggle with more liberal-minded opponents.

On the political front, tensions remain high. The opposition says the constitution, crafted mostly by Mursi's Islamist allies, fails to guarantee personal freedoms and the rights of women and minorities. The government denies this.

ECONOMIC WORRIES

Once a darling of emerging market investors, Egypt's economy has taken a hammering since Mubarak's fall.

The budget deficit surged to a crippling 11 percent of gross domestic product in the financial year that ended in June 2012 and is forecast to exceed 10 percent this year.

In a further worrying sign, Egypt has made it illegal for travelers to carry more than $10,000 in cash in or out of the country amid growing fears the government may not be able to get its fragile finances under control.

Reflecting investor concerns, Standard and Poor's cut Egypt's long-term credit rating this week and said another cut was possible if political turbulence worsened.

Adding fuel to people's worries, the central bank also said it was taking steps to safeguard bank deposits, in a statement which emerged after some Egyptians said they had taken out cash out of concern their accounts would be frozen by authorities.

The goat genome is the first reference genome for small ruminant animals and may help to advance the understanding of distinct ruminants' genomic features from non-ruminant species. This work also yields a valuable experience for facilitating the de novo assemblies of large, complex genomes in the future.

Goats are recognized as an important member of the world livestock industry, and with many unique biological features. However, despite their agricultural and biological importance, breeding and genetic studies of goats have been hampered by the lack of a high quality reference genome sequence. With the availability of next-generation sequencing (NGS), draft assemblies are easy to generate nowadays. However, to finish a sequence to the chromosome level remains a hard nut to crack. In this study, the results show that a single NGS platform, when combined with whole-genome mapping technology, could produce a finished assembly much faster and with high quality than other currently available mapping strategies such as BACs or FISH. Through this integrated approach, researchers obtained the ~2.66 Gb goat reference genome from a female Yunnan black goat.

Transposable elements (TEs) are major components of mammalian genomes and contribute to gene and/or genome evolution. The TEs in goat genome are similar to those of cattle, and contain large numbers of ruminant-specific repeats, such as SINE-tRNA and SINE-BovA. It is reported that SINE-BovA repeat expanded primarily in the cattle genome. However, in this study, researchers found the SINE-tRNA repeat expanded specifically in the goat genome.

Through constructing a phylogenetic tree among goats, cattle, horses, dogs, opossums and humans, researchers found the goat shared a common ancestor with cattle about 23 million years ago. Further comparison analysis revealed 44 rapidly evolving genes under positive selection, seven of which are immune-related genes and three are pituitary hormone or related genes. The immune-related genes identified also exist in cattle. The findings suggest that the rapid evolution of pituitary hormones may be related to the different features between goat and cattle in milk production, development rates of the fetus and/or hair variation.

The major histocompatibility complex (MHC) plays an important role in the immune system. In this study, the goat MHC was found to be located on chromosome 23 and contains two regions with length of 2.25 Mb and 360 kb, respectively. With the high quality genome assembly, further understanding of the goat MHC will be useful for immunological studies and vaccine development.

One of the distinguishing characteristics of mammals is the protective growth known as hair. It is produced by hair follicles within the skin, which could provide either protection (guard hairs) or insulation (underfur). The two major hair follicles include the primary hair follicle that produces only coat hair in all mammals, and the secondary hair follicle that can produce the cashmere or "fine hair" in certain mammals, including goats and antelopes. Despite a 2,500-year history and the extent of raw cashmere production, people are lack of understanding of the molecular mechanisms of cashmere formation and development.

Researchers conducted transcriptomic analysis on the primary and secondary follicles of a cashmere goat, revealing 51 genes that are differentially expressed between the two types of hair follicles. Keratin and keratin-associated proteins are the main structural proteins of hair fibers, determining the quality of fiber together. In the study, 29 keratin genes and 30 keratin-associated protein genes were detected in both types of follicles. Interestingly, they found two keratin genes and ten keratin-associated protein genes were consistently differentially expressed between primary and secondary hair follicles, suggesting that the keratin-associated protein genes may be more important in determining the structure of cashmere fibers. In addition to the keratin genes and keratin-associated protein genes, researchers also found several enzymes of amino acid biosynthesis, with implications in regulating primary hair growth and hair cycle.

Xun Xu, Deputy Director of BGI, said, "The goat reference genome is an important stepping stone in the molecular breeding of cashmere goats, and will help to advance the comparative studies on ruminants. The transcriptomic analysis on the primary and secondary follicles will open a new way for better improving the quality cashmere wool."

ConocoPhillips to sell its Nigerian assets to Oando for $1.79 bln

(Reuters) - Oil giant ConocoPhillips will sell its Nigerian businesses to Oando Energy Resources Inc for about $1.79 billion, the companies said on Thursday.

Conoco has said it is selling less profitable overseas assets so the U.S. oil company can focus on growing its lower-cost domestic shale oil and natural gas business.

Oando Energy, which is focused on oil exploration and production in Nigeria and the Gulf of Guinea, said it paid $435 million in cash to ConocoPhillips when it signed the deal.

The deal, expected to close by mid-2013, includes Conoco's interest in onshore and offshore properties in Nigeria that produced 43,000 barrels of oil equivalent per day through October, the companies said.

Earlier this week, Conoco announced the sale of its Algerian business to Indonesia's state-run oil company Pertamina for around $1.75 billion.

Conoco's asset sales this year total $11 billion, the Houston-based company said.

Nevertheless, as a poet I always have concerns about the kind of paper I use, the quality of my ink, the mindset that I have for writing, and the environment that I am creating my poems in. I strive to make those circumstances as perfect as possible. I hate coping with writer?s block which is like a nasty skin infection that just won?t go away that I keep scratching at, and wishing it away. If I only had practiced some common sense and avoided drinking, tried to write when in a good mood, done more brainstorming, had the right materials at hand or slotted enough time to accomplish today?s writing goal, then the words would be flowing from my pen.

Well, the tattoo artist loves his images, words, ink, and the canvas he adores, the human body. He wants to make the world better one tattoo at a time, when you knock on his door as tabula rasa.

Before you get your first tattoo, you are a blank canvas waiting for a masterpiece.
