Sleep Buster: Japanese Company Develops Anti-Sleep Driver Seat Sheet

juki featThere are quite a few systems and gadgets on the market already that prevent people from falling asleep whilst driving, but Japan-based Juki has developed an entirely new one: a sheet [JP, PDF] that can be mounted on the driver's seat and triggers an alarm when you're about to doze off. The way the so-called Sleep Buster works is that it measures signals from the heart and aorta through a built-in sensor. A piece of software called "Human Tachometer" then visualizes the condition of the driver on a controller: apart from fatigue or drowsiness, users can also check their level of concentration or how distracted they are, for example.

Anthony Winn, 26, of Kansas City was caught by a security screener Wednesday with what appeared to be a gun in his carry-on bag, according to U.S. Attorney Beth Phillips of the Western District of Missouri.

Officers at the airport found a loaded 9 millimeter Glock handgun with 23 live rounds of ammunition, including one in the chamber, said a criminal complaint filed Thursday. Police also found $4,906 in Winn's pants pockets and $26,515 in three pairs of jeans in his carry-on bag.

Winn said he was bringing the bag to a friend in Arizona and did not know it contained a gun.

He was charged with having a concealed handgun in his bag and with being a felon in possession of a firearm. Winn has two prior felony burglary convictions and a conviction for unlawful use of a weapon, authorities said.

Winn was bound for Minneapolis and then Tucson, according to the case documents.

U.S. Attorney spokesman Don Ledford said authorities believe Winn had "no terrorist motives or connections."

He is being held in federal custody as he awaits a detention hearing on January 3.

Federal judge blocks California emissions rules (Reuters)

SAN FRANCISCO (Reuters) ? A judge blocked one of California's signature attempts to lower greenhouse gas emissions, a victory for out-of-state ethanol producers and refiners that has California's air quality board vowing to appeal.

U.S. District Judge Lawrence O'Neill in Fresno on Thursday issued a preliminary injunction against a regulation adopted by the California Air Resources Board in 2010.

The rules are aimed at rewarding biofuel fuel producers that consume less energy in their businesses, including transportation to customers.

Out-of-state producers having to ship their fuels over long distances would be at a disadvantage to California refiners.

The regulation unconstitutionally discriminates against out-of-state producers, O'Neill found.

Sue Reid, vice president at the Conservation Law Foundation, said O'Neill's injunction is "surprising" in terms of its scope.

"If this decision stands it would have an enormous chilling effect on states' ability to address climate change," said Reid, whose group intervened in the case to help defend the regulation. California is the only state that has implemented such an approach, she said.

Dave Clegern, a spokesman for the board, said it plans to ask O'Neill next week to put his ruling on hold, pending an appeal to the 9th U.S. Circuit Court of Appeals.

Shares of Pacific Ethanol Inc, which produces and markets renewable fuels on the West Coast, fell 7 percent on Friday following the judge's ruling.

The regulation was intended to force producers and refiners by 2020 to reduce their fuel's carbon footprint by 10 percent as part of a state effort to reduce greenhouse gas emissions to 1990 levels.

It was adopted in the wake of a related 2007 executive order by Arnold Schwarzenegger, then the state's governor.

While Congress has constitutional power to regulate interstate commerce, state interference with such commerce is also limited under so-called dormant Commerce Clause interpretations of the U.S. Constitution.

O'Neill, who was nominated by President George W. Bush, said California violated this doctrine. The regulation "discriminates against out-of-state corn-derived ethanol while favoring in-state corn ethanol and impermissibly regulates extraterritorial conduct.

"California impermissibly treads into the province and powers of our federal government, reaches beyond its boundaries to regulate activity wholly outside of its borders, and offends the dormant Commerce Clause," he continued.

Industry participants applauded the decision, including Bob Dinneen, chief executive of the Renewable Fuels Association, and Tom Buis, chief executive of trade group Growth Energy. Those entities are plaintiffs in the case.

"With this ruling, it is our hope that the California regulators will come back to the table to work on a thoughtful, fair, and ultimately achievable strategy for improving our environment by incenting the growth and evolution of American renewable fuels," Dinneen and Buis said in a joint statement.

Environmentalists, meanwhile, are hoping for a better result on appeal.

"We're optimistic the 9th Circuit will take a hard look at this decision and come to a different conclusion," Reid said.

The case is Rocky Mountain Farmers Union et al v. Goldstene et al, U.S. District Court, Eastern District of California, No. 09-02234.

Kin to honor Alcatraz escapees with trip to The Rock

By NBC News and msnbc.com staff

Bank robbers John and Clarence?Anglin made multiple escape attempts from lesser prisons after their 1958 conviction. So they were sent to the ultimate lockup of the day:?Alcatraz.

On June 11, 1962, the brothers escaped with another man. Did they drown or are they still?on the run today?

This summer for the 50th anniversary of their?escape,?Marie Anglin Widner -- sister to Clarence and John -- along with her sons are planning a trip to San Francisco to visit the famed prison, where they will honor their escapee kin,?NBC/ABC station WALB?of Albany, Ga.,?reported on its website.

?John and Clarence?Anglin robbed a bank in Columbia, Ala., with toy guns in 1958. A few days later, they were captured in Cincinnati and sentenced to long prison terms. Their escape attempts eventually landed them at Alcatraz.

"The only reason they put them in Alcatraz was because they could not keep them anywhere else they put them," Widner, of Lee County, Ga., told WALB. "They kept getting away."

At Alcatraz, the brothers met Frank Morris, the mastermind of the operation, which involved elaborate digging and handcrafted?dummies and life rafts. Authorities believed the men probably drowned in the cold,?turbulent waters around Alcatraz.

But not?Widner, who?told WALB that?her brothers did not die during the escape. "We know they are OK," she said.

If the brothers survived the swim, they would be the only people to successfully escape The Rock. They would be in their 80s today.

Widner's sons David and Ken recall FBI visits to the house and bugged phone lines. They told WALB that the feds?stopped by just months ago.

The family is hoping to persuade the government to return some of the brothers' items.
